Our commitment defends management autonomy,
which leads to the kind of flexibility that is difficult
to achieve in bureaucratic organizations. This
autonomy is linked to results and to efficiency,
transparency and accountability. In the face of
new, tough challenges, we respond with more
responsibility and institutional commitment.
Governance and Development of the
Organization
Adapting classification to the nature of the activity
of PSMAR
The board of governors places special emphasis on
the need for adapting the classification of PSMAR,
according to the European accounting system, SEC-
95, to the nature of the activity carried out, so that
it is not included among the institutions classified
as “Public Administration institutional sector”. This
is based on a widely accepted interpretation of the
Catalan health care organization act, which has been
reflected in the regimen of management autonomy
granted to the public health care services providers.
The full implementation of this regimen of autonomy
established by the Catalan legislature depends on the
proper accounting classification of PSMAR.
Autonomy in labor relations
The labor agreement, as a tool for commitment
and dialog between the company and its workers,
makes it possible to develop policies within the
management autonomy of PSMAR in order to
face the challenges thrown up by the health care
authority and the governmental control agencies.
But the signing of the collective agreement was
more than that; it was an exercise in responsibility
in an organization that has not given up the desire
to continue to use dialog to move forward. The
agreement was ratified by the professionals with
95% of votes in favor and has therefore consolidated
our model of agreement and collective negotiation.
Transparency
A new space has been created and published on the
intranet and on the website - a collection of all the
corporate information relating to plenary meetings
and agreements adopted by the governing bodies,
together with the management reports and other
documents and publications. Every six months,
management holds plenary sessions open to all the
professionals, in which it presents all the corporate
information relating to the management of PSMAR.
PSMAR also takes part in the Ciutat Vella and Sant
Martí health care councils with the aim of bringing
the institution closer to civil society and to the bodies
involved.
Management control
We base management of the institution on evidence:
business intelligence for sharing information and for
performing a detailed follow-up of the day-to-day
running of the organization.
Every month, in the meetings of the board of
governors, management presents the management
control report corresponding to the close of the
previous month, in which it details the information
relating to the activities of each line of patient care
(specialist care, long-term residential care and mental
health) and, specifically, admissions, mean length
of stay, surgical operations and emergencies. It also
includes data on the CatSalut invoicing complement,
waiting lists, evolution of internal consumption
and staff and absenteeism. Finally, it reports on the
balance sheet and complaints and acknowledgments
from the users.
